Program Analyst (Rent Bill Mgt)

Responsible for Rent Bill Management processing and Occupancy Agreements (OA) quality assurance. Reviews lease and federally-owned billing and payment files, interprets national policy and facilitates correction requests. Scans source documents and processes real estate transactions into or uses Occupancy Agreement Tool (OA), REXUS, GREX, Rent Bill Management tool (RBMT), Appraisal Data System (ADS), Rent On the Web (ROW) and the PBS Portal. Reviews the transactions and documents for accuracy and forwards requests to the national RBM contractor or rejects the submission and works with the requester to edit and correct submissions. As the technical expert, guides and trains staff and reports problematic issues. Collaborates with Realty Project Managers, Leasing Specialists, and Federal Space Managers to process requests. Liaises between the Project Managers, Leasing Specialists/Contracting Officers, and Budget Analysts to certify Lessor payments are processed timely. Guarantees adherence to regional policy for processing requests. Applies a wide range of qualitative and quantitative analysis methods to assess and improve the effectiveness and management of assigned programs, processes, projects, and systems. The GS-12 salary range starts at - Auburn, WA $84,045.00 per year; Seattle, WA $84,045.00 per year; Anchorage, AK $85,799.00 per year; Portland, Oregon $81,875.00 per year; Spokane, WA $76,721.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience applying analytical and evaluative methods and techniques, both qualitative and quantitative, to issues or reviews concerning the efficiency and effectiveness of financial operations and rent/lease billing policy compliance.
