At the entry level of this position, you will:
Manages and directs all technical and regulatory work necessary for issuing Resource Conservation and Recovery Act (RCRA) permits and completing hazardous waste unit closures and post-closures at assigned facilities, and provides oversight of State RCRA permitting programs that do the same. Manages and directs all technical and engineering work conducted at assigned RCRA facilities, including corrective action investigations and remediation. Works directly with tribes, other federal and state agencies, Office of Regional Counsel, other EPA programs, and the facility to ensure technical adequacy and timeliness of corrective action investigations and cleanups. Serve as a Task Order Contracting Officer's Representative (TOCOR) for EPA contractor and interagency agreement activities associated with corrective action, permitting, closure and post-closure implementation and oversight at RCRA facilities. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. You will spend less than 20% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the Research GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as knowledge and/or experience executing two of the following; clean up or remediation conducted under federal or state programs, corrective action, permits, post-closures, and/or oversight of program within the Resource Conservation and Recovery Act (RCRA) - OR master's or equivalent graduate degree in the academic discipline as described below - OR an equivalent combination of education and experience.Your application package will be used to evaluate your competencies in the following areas:
Knowledge of project management, specifically in establishing goals and assessing progress toward their achievement, and in adjusting work operations and program objectives to deal with new information, changing objectives, or emergencies, within available resources and with minimum sacrifice of quality or quantity of work. Knowledge of the Resource Conservation and Recovery Act (RCRA), hazardous waste regulations, and other environmental statutes. Knowledge of concepts, principles and practices of life sciences, physical sciences or engineering in order to serve as a technical authority on RCRA permitting and corrective action. Required to evaluate complex hazardous waste permits and sites and to provide oversight and technical support. Knowledge of investigation techniques, analyzing complex situations, problems and legal issues, and making sound decisions based on conclusions. Skill in oral communication. Skill in negotiation. Must be able to negotiate effectively with state, tribal and facility representatives to develop effective strategies and workable solutions. Skill in written communications to write clear and effective permits, oversight documents, official correspondence and records. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
