Operations Research Analyst

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Offshore Regulatory Programs (OORP), Offshore Safety Improvement Branch (OSIB). The OSIB develops policies and provides oversight for the implementation of the Safety and Environmental Management Systems (SEMS) regulations. These positions can be filled in any of the following duty locations:
Washington, DC; Sterling, VA; Camarillo, CA; Houston, TX; Anchorage, AK or in one of the district offices located in Lafayette, LA; Houma, LA; Jefferson, LA; Lake Charles, LA or Lake Jackson, TX. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1) Develops and supports the implementation and enforcement of the SEMS regulations and national policy. Serves as a principal coordinator on matters related to the implementation of SEMS initiatives. 2) Assists in the oversight of Accreditation Bodies (ABs) for Audit Service Providers verifying the ABs' conformance with BSEE SEMS regulations, relevant management system standards and other BSEE requirements. 3) Coordinates collection of relevant performance metrics on SEMS. Documents findings and recommendations resulting from audits and assessments in reports, presentations, and statistics. 4) Assists in identifying, scoping and implementing SEMS initiatives associated with BSEE's strategic plan and in cooperation with other US government agencies, industry and international groups. 5) Reviews, analyzes and tracks BSEE's SEMS performance, compliance and enforcement data for use in identifying OCS operational trends and assessing operator and contractor safety and environmental performance. 6) Serves as a BSEE representative on interagency and industry activities on new initiatives such as improving safety culture, environmental excellence, and management of evolving risks to safety and environmental performance. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. To qualify for this position, you must meet the (1) Basic Educational Requirements and (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
Education:
Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (2) Specialized
Experience:
GS-12 To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated
Experience:
1) applying risk identification and risk management processes at an operating facility or plant; 2) assessing the safety and environmental impact of exploration, development, production and/or transportation of oil and gas and/or renewable energy; and 3) analyzing and facilitating process improvements in terms of the effectiveness of safety and environmental management system (e.g. SEMS) controls. Must meet all. GS-13 To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Experience:
1) applying risk identification and risk management processes at an operating facility or plant; 2) advising others on the safety and environmental impact of exploration, development, production and/or transportation of oil and gas and/or renewable energy; 3) serving as an expert pertaining to the design, implementation and/or maintenance of safety and environmental management systems; and 4) formulating, developing, or leading the implementation of process improvements in terms of the effectiveness of safety and environmental management system (e.g. SEMS) controls. The check will bounce and the victim is left responsible.
