Senior Safety Coordinator

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. The BSEE Senior Safety Coordinator has overall responsibility for the Director, in identifying, coordinating, developing, and monitoring the direction of BSEE's comprehensive efforts to drive safety performance and to further assist in BSEE's decision-making processes. 2. Based on a knowledge and understanding of BSEE's priorities, provides in-depth analysis of safety-related program and project proposals elevated for consideration or approval. Reviews and screens proposals for consistency with policies, goals and objectives, as well as consistency with other current or contemplated programs or projects and their schedule for completion. 3. Conducts monitoring and assesses progress toward achieving the Agency safety goals and objectives as identified in the BSEE Goals and Strategic Plan using appropriate metrics, analytics, and key performance and/or risk indicators. 4. Maintains a thorough understanding of the processes and has a command for the vital statistics of safety performance to communicate the status to the Director and senior management. Performs extensive gap assessments on cross-organizational business processes and creates recommendations to ensure smart business decisions related to Safety issues across the Bureau. Provides advice and consultation to authorities within the BSEE regarding any area under the purview of the Director related to safety. Represents and speaks for the Director in conferences, on task forces, and at committee meetings with Departmental officials and other agencies, as authorized by the Director. Maintains liaison in other governmental departments/agencies, state and local governments, industry and the private sector to keep abreast of most recent policy development and to draw upon their expertise in the development and coordination of policies and programs. 5. Serves as overall Bureau coordinator of BSEE's efforts to drive safety performance. This includes providing advice to the BSEE Director on performance and effectiveness of the programs and personnel responsible for driving safety performance. This coordination occurs across all relevant offices and programs including but not limited to the Bureau's Regions and Districts; the Office of Offshore Regulatory Programs and efforts such as but not limited to Best Available and Safest Technology (BAST), Safety and Environmental Management Systems; mandatory equipment failure reporting, regulations and standards, and permits and inspections; other relevant headquarters divisions such as Safety and Enforcement Division and Safety and Incident Investigations Division; and broader cross-bureau initiatives including but not limited to safe operations incident reporting and analysis efforts, the Safety Performance Enhanced Analytical Review (SPEAR) effort, BSEE!Safe program, near miss reporting of the SafeOCS program, the Risk Analysis Committee, and the Data Analysis Committee. This coordination also includes efforts with external bodies such as the Ocean Energy Safety Institute and other relevant federal agencies. Identifies and develops continuous improvement initiatives at the Bureau level including the use of strategies for achieving lasting change in processes and organizations, and conducts cross-organizational enterprise-level risk identification, monitoring and reporting as well as developing recommendations on addressing risk (e.g., mitigation, avoidance, acceptance, transference) with the least disruption/impact to management and the workforce. 6. Confers and consults with the Director, other bureau officials, office heads, and other key Departmental officials to assist in the coordination, development, and communication of policies and activities related to safety. Confers with officials of other government agencies, officials of state and local governments, and commercial and industrial leaders to advise and/or exchange views on forthcoming policies and programs. Serves as a mediator and collaborator with supervisors and employees and partners for all issues related to safety to ensure a highly focused and effective bureau safety footprint. 7. Conducts complex and difficult special studies for the Director related to safety issues. Studies typically involve diverse and complicated issues requiring extensive analyses and recommendations which directly impact BSEE policies, procedures, and work processes, and potentially impact Departmental policies.8. Confers and consults with the persons responsible for managing the efforts of the BSEE National Offshore Training Program for purposes of informing said managers on matters regarding safety performance which may be relevant for improving training requirements and opportunities. To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying. (1) Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as
Experience:
1) experience leading and conducting complex studies pertaining to safety issues across an organization that is dealing with oil and gas on the Outer Continental Shelf; 2) experience applying technical knowledge to all facets of an organizations oil and gas safety related programs; 3) experience applying analytical and evaluative methods plus a thorough understanding of regulatory programs and how they are administered; 4) experience providing technical advice, consultation and input into decision-making processes on the performance and effectiveness of an organizations safety programs. Washington, DC/ Sterling, VA - $142,701 - $170,800 per annum. Houston, TX - $145,807 - $170,800 per annum. New Orleans, LA - $126,810 - $164,858 per annum. Camarillo, CA - $144,812 - $170,800 per annum. Anchorage, AK - $141,815 - $170,800 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
