Overview
ICE Technical Services, a division of Katmai Government Services, currently has an opening for the position of Civil Engineering Contractor. This is an on call casual position with the potential to move to a full time permanent position.
This position serves as a Civil Engineer for ICE Technical Services, a division of Katmai Government Services. Responsible for all program matters in Government Aviation, Military Aviation and National Airspace Systems (NAS) design, construction, maintenance, operations and safety.
Responsibilities
Review and comment on engineering design drawings, specifications, construction safety, and phasing plans for compliance with established requirements.
Conduct field inspections and review status reports/project closeout reports to ensure technical compliance and alignment with project requirements; identify areas of non-compliance and provide resolution to complex problems/issues.
Participate in pre-design, preconstruction and construction meetings to ensure conformance on approved project documents.
Ensure development projects meet Airport and Federal Aviation regulations, standards, and guidance. Develop presentations for conveying technical information.
Perform multiple, varying, and complex assignments to ensure timeliness and technical compliance. Define, plan, and organize assigned resources to accomplish organizational objectives.
Visit airports, NEXRAD Weather Radar sites, Long Range Radar sites and current and proposed construction sites to observe construction progress and perform construction inspections to ensure acceptable levels of safety are provided.
Review professional services contracts, including change orders and supplemental agreements to determine eligibility of work.
Review and process aeronautical studies.
Help Prepare correspondence for review by management including Congressional responses, briefing papers, approval letters, Engineering assessments, statements of work, as-builts, work completion reports and guidance to sponsors associated with all aspects of airport/ development.
Performs other duties as assigned.

Qualification requirements must be met by the closing date of this vacancy announcement.
Requirements
US Citizenship is required.
Bachelor's Degree in Engineering from an ABET Accredited School.
Successful completion of a security investigation will be required.
Advanced knowledge of FAA and DOT policies and procedures is not essential, but would be a plus.
Special Skills
You must demonstrate in your application that you possess at least one year of specialized experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Experience reviewing and commenting on airport project engineering design drawings and specifications, including construction safety phasing plans;
Experience in identifying and resolving complex airport engineering problems/issues;
Experience in making recommendations on airport improvements; and Experience conveying technical airport engineering information to a variety of audiences.
Knowledge of airport design, construction standards and methods (preferred)
Knowledge of FAA and DOT policies and procedures is a plus.
Education
To qualify for this position, you must also have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's degree or higher in engineering. To be acceptable, the curriculum must:
be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; ORinclude differential and integral calculus and courses in 5 of the following 7 areas of engineering science or physics:
a) statics, dynamics; b) strength of materials; c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials; and g) any other comparable area of fundamental engineering science or physics; OR h) a combination of education and experience that furnished
(1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering, demonstrated by one of the following: Current registration as a professional engineer; OR evidence of having successfully passed the Engineer-in-Training examination (EIT); OR successful completion of 60 semester hours of courses in physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements; OR successful completion of a curriculum leading to a bachelor's degree in engineering technology or appropriate professional field, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Physical Demands
Position consists of standing for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, hearing and seeing up close, at a distance, along the periphery, with depth perception and the ability to focus; occasional walking or standing, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 50 pounds. Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities. Work Environment
Work is performed at job site construction locations during project transitioning with a wide variety of people in different functions, personalities and abilities.
Work Schedule
40 hours per week. May be required to work additional hours as needed to complete assignment or project.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
