United States Citizens Permanent Full Time The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.
This position is in the Office of Field Operations (FO), Alaska BSEE Region and is directly related to safety of operations, protection of oil and gas facilities, conservation of natural resources and preservation of the environment.
At the full performance level of the position (GS-13) the incumbent will serve as a senior petroleum engineer to the RS/FO providing expert, technical expertise on offshore drilling, production, workover/completion, or other related operations on a regular basis on the most complex unconventional, state-of-the-art oil, gas and other mineral facilities under unique Arctic conditions in frontier offshore areas where new and unusual technology will be used.

Salary Information: GS-12: $79,966-$102,735 per annum. (Based on Special Rate Table Number 415A) GS-13: $90,264 - $117,343 per annum.

Major Duties: _(The duties described reflect the full performance level (GS-13) of this position.)_The major duties of this position include, but are not limited to the following:
Performs technical engineering review of requests by operators for permits (i.e., Applicants for Permits to Drill (APDs), Applications for Permits to Modify, etc.) to determine if operations are safe and comply with regulations and industry standards.
Prepares technical engineering analysis and reports for activities such as: production, drilling, and workover/completion, pipeline, site security, plugging and abandonment, environmental quality, H2S/sulphur, and other oil and gas operational activities.
Conducts inspections of oil and gas operations such as: drilling, workover/completion, pipeline, site security, plugging and abandonment, environmental quality, H2S and sulphur operations and other oil and gas operational activities.
Conducts accidents/incidents investigations occurring in oil and gas facilities.
Identifies safety, environmental hazards or violations of regulations and stipulations. Determines if oil and gas operations should be shut in and takes appropriate action. Prepares justifications for actions and proposes appropriate civil and criminal penalties.

1) Basic Educational Requirements: You must meet the description in either A or B below to qualify for this position.
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR B. Combination of education and experience with courses equivalent to a major as listed in A.

2)Specialized Experience Requirement (Note: At the GS-12 & GS-13 levels you cannot substitute education for specialized experience.)
GS-12 To qualify for the GS-12 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-11). Specialized
Experience: Must have 3 or more of the following:
Independently conducting and leading teams providing engineering analysis of oil and gas equipment and operations related to permit applications from industry.
Assisting in the development or changes to regulations or policy dealing with operational problem areas.
Independently conducting and leading inspections and investigations of complex offshore oil and gas facilities.
Independently shutting in operations with serious violations.
Conducting accident investigations.
GS-13 To qualify for the GS-13 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-12). Specialized
Experience: must have 4 of the following :
Independently conducting and leading teams providing expert engineering analysis of complex oil and gas equipment and operations related to permit applications from industry containing new technology
Independently providing expert engineering knowledge/experience while conducting and leading inspections and investigations of complex offshore oil and gas facilities.
Independently shutting in operations with serious violations.
Independently providing expert knowledge when conducting accident investigations.
Physical Demands As defined by the BSEE Medical Standards Program, you will be required to pass a Pre-Placement medical exmination as a condition of employment. The incumbent must be able to successfull pass water survival training, be able to transfer from boat to structures via rope and personnel basket, etc.
