General Functions:
The Database Developer will support Cook Inlet Tribal Council's (CITC's) data systems to include analyzing, designing, developing, and implementing front end applications and back end databases. This includes programming, automating, data entry, documentation, training, and maintenance of CITC's Management Information System (MIS) applications, databases, and associated infrastructure. The Database Developer will also assess user and business needs, evaluate current procedures, and provide recommendations for efficient MIS operations.
Duties and Responsibilities, including but not limited to :
Analyze, develop, and maintain relational databases in SQL server working with jobs, diagrams, tables, constraints, keys, and indexes.
Analyze, develop, and maintain relational database programming, primarily for Microsoft SQL Server, including views, triggers, stored procedures, and functions.
Monitor and administer databases in Microsoft SQL Server using SQL Server Management Studio (SSMS).
Analyze, build, and maintain user front end applications using CITC approved computer programming languages and computer application development environments.
Support .NET applications.
Monitor and manage the performance of CITC data systems.
Write policies and procedures detailing all aspects of the database and application development.
Work with users to define requirements, present recommendations, develop applications, provide training, quality control, reporting, and evaluation as needed.
Examine CITC data processing and recommend solutions to improve efficiency and accuracy of data collection and reporting.
Tests software for ease of use, accuracy, bugs, and troubleshooting as needed.
Analyze off-the-shelf software packages for features and fit to CITC needs.
Maintain confidentiality at all times while displaying a professional disposition.
Other duties as needed and/or assigned.
Job Responsibilities Related to Patient Privacy
The incumbent is expected to protect the privacy of all patient information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law, and in accordance with general principles of professionalism as a health care provider. Failure to comply with CITC's policies and procedures on patient privacy may result in disciplinary action up to and including termination of employment or membership or association with CITC.
The incumbent may access protected health information and other patient information only to the extent that is necessary to complete your job duties. The incumbent may only share such information with those who have a need to know specific patient information you have in your possession to complete their job responsibilities related to treatment, payment or other CITC operations.
The incumbent is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on patient privacy and any observed practices in violation of the policy to the designated Privacy Officer.
The incumbent is expected to actively participate in CITC privacy training and is required to communicate privacy policy information to coworkers, students, patients and others in accordance with CITC policy.
Job Specifications:
Demonstrated knowledge of SQL Server administration tasks involving security and backups.
Working knowledge of programming in VBA/VBScript/T-SQL/SSIS.
Working knowledge of , MVC 2.0, C#, XML, CSS, HTML, Javascript.
Demonstrated ability to work with a team or independently in day-to-day operations.
Excellent verbal and written communication skills.
Demonstrated knowledge of Microsoft Access to include VBA, forms, reports, macros, modules.
Knowledge of current IT methodologies, standards, and terminology.
Information systems analytical skills.
Strong organizational skills.
Demonstrated ability to coordinate multiple activities and prioritize workload.

Qualifications:
Bachelor's Degree in Computer Science or any combination of training or three years experience that provides the necessary skills, knowledge and abilities needed to perform the duties of the job.
3 years of experience developing and maintaining SQL Server relational databases preferred.
2 years of experience developing MS Access applications and programming with VBA preferred.
1 year of experience with .NET preferred.
Prefers MCDBA, MCSE, MCITP, MCSD certifications.
Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.
