General Engineer
DIRECT HIRE AUTHORITY:
This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.
S.
Citizens.
Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply.
Qualified Veterans will, however, be given full consideration for this position.
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Regulations and Standards Branch, Regulations Development Section in various BSEE office duty locations.
If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1.
Serve as a highly skilled specialist writing regulations and guidance while providing advanced engineering expertise in offshore energy activities.
2.
Provide regulatory review and analysis of industry standards to integrate rulemaking by reference.
3.
Serve as a highly skilled specialist writing regulations and guidance while providing advanced engineering expertise in offshore energy activities.
4.
Apply legal and administrative authorities to promulgate regulations, including the Administrative Procedures Act and Regulatory Flexibility Act, and prepare supporting compliance analyses and documentation.
5.
Develop policies and work with the Solicitor's Office to pursue legal remedies, if necessary, pertaining to bonding and operational issues related to the exploration, site characterization, development, production, transportation, and conservation of natural resources on the Outer Continental Shelf (OCS).

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Degree:
professional engineering.
To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR-B.
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
