0 Full-time 1 day ago Full Job Description What You Will Be Doing This is an Engineering Assistant 3 position with DOT&PF's Statewide Design and Engineering Services (SDES).
This position serves as the Maintenance Asset Management Engineer and the Statewide Radiation Safety Officer.
The incumbent performs and coordinates inventory and condition surveys for the different transportation assets (such as geotechnical, maintenance, roadway assets), and reports on condition and maintenance costs.
Mission and Culture The DOT&PF's SDES helps Keep Alaska Moving! by providing technical services to support the Department's delivery of transportation infrastructure projects.
If selected, you will be a member of a SDES team tasked with managing maintenance and implementing Transportation Asset Management functions for the DOT&PF, as well as serving as the Statewide Radiation Safety Officer.
You will work with the Pavement Management Engineer, Quality Assurance Engineer, and Asset Management Engineers.
As primary duties of this position, the incumbent:
Serves as the maintenance management system (MMS) lead; works with regional staff to implement and operate MMS; coordinates with regions for the data collection of other assets besides pavement and bridges and performs quality control and quality assurance of that data; extracts, calculates and summarizes maintenance and operations costs for pavement and bridge assets for asset management quarterly work type reporting; develops reporting mechanisms for staff and management; trains department employees in new techniques, technology, process and practices as it relates to MMS.
Serves as the Statewide Radiation Safety Officer; maintains and administers DOT&PF's license issued by the US Nuclear Regulatory Commission (NRC) under 10CFR for all radioactive portable gauges (moisture-density & asphalt content) owners; coordinates the statewide Radiation Safety Conscious Work Environment (SCWE) programs through the Regional Radiation Safety Officers; provides oversight to the Regional Radiation Safety Officers on safety, training, and record keeping requirements in conformance with NRC mandates and the requirements of the Radiation Protection Program Manual (RPPM).
Performs annual DOT&PF Radiation Protection Program audits of construction project field safety and records of regional programs to assure conformance to license requirements, and mandates of the NRC, US Department of Transportation and International Air Transport Association (IATA) Hazardous Materials (HAZMAT) transportation requirements; maintains centralized copies of NRC required files on statewide nuclear gauge use, calibration, leak-testing, inventory, transportation, storage, personnel training and dosimetry; provides the necessary oversight to assure Regulatory conformance and accuracy of regional records stored in the departments centralized Electronic Document Management System (EDMS).
Maintains and updates DOT&PF's SCWE, nuclear gauge safety and operation training courses, refresher courses, and provides the necessary training statewide as required; coordinates and chairs the Radiation Safety Team (RST).
Assists in performing highway pavement condition surveys and annual pavement condition index (PCI) inspections at paved public certified airports, which may include travel in small planes to remote locations sometimes on short notice.

Who We Are Looking For We are looking for a candidate that possesses the following position-specific competencies:
Knowledge of maintenance and operations on highways and airports; Strong oral and written communication skills, including skill in organizing, describing, and/or presenting technical concepts; Proficiency in Excel, Word, ESRI ArcGIS Desktop, ArcGIS Online, and AutoCAD; Ability to establish and maintain good rapport with supervisors, coworkers, contractors, and the general public; Ability to work independently, as well as in groups, and exercise sound engineering judgment in handling problems under minimal direct oversight.
Minimum Qualifications Bachelor's degree with a major in engineering, architecture or land surveying from an institution accredited by ABET.
AND Two years of engineering, architectural or land surveying experience of which one year was at the working or intermediate trainee level.
The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.
Or:
A bachelor's degree with a major in a branch of engineering from an institution not accredited by ABET.
AND An Engineer-In-Training (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.
AND Two years of engineering, architectural or land surveying experience of which one year was at the working or intermediate trainee level.
The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.
Substitutions:
Four years of any combination of ABET accredited postsecondary education in engineering, architecture, or land surveying (3 semester/4 quarter hours equal one month) and/or engineering, architectural or land surveying experience may substitute for the required degree.
Graduate study in engineering or architecture may be substituted for the required experience (2 semester/3 quarter hours equal one month).
