Department is responsible for all admissions and occupancy processes for NPRHA's assisted housing programs and compliance with all related policies, procedures, laws, and regulations applicable to our programs.
Duties to include, but not limited to:
Supervises six local Housing Services offices in our communities, including management and training of offsite staff.
The administration of homeownership and rental assistance programs, carrying out the work of the programs and determine eligibility for housing assistance in accordance with all applicable Federal and State laws and regulations and related NPRHA's policy and procedures.
Oversees the offsite staff with the intake and processes of housing applications and maintaining accurate files and records using the Kanso Housing database system.
Reviewing applications for completeness, obtaining verifications, briefing applicants on requirements for eligibility, providing applicants with information on privacy requirements, ensuring applicant files are established and all actions are properly maintained.
Understanding and applying regulations and rules, comprehending written material, accurately conveying information, both orally and in writing.
Continuous counseling and advising on housing policy and procedures, financing, move-in procedures for tenants/homebuyers.
Carries out NPRHA's annual recertifications and ensures adjustments to rent is done timely, accurately and in compliance with housing policy and procedures, as well as enforcement of lease agreements in a fair manner for all residents.
Coordinates and assist with the Maintenance Department on inspection of the units, buildings and grounds to determine maintenance needs.
Recruits, trains, supports, manages, evaluates, and leads team of offsite Housing Services employees while utilizing strong interpersonal and organizational skills.
Assists Housing Services staff in day-to-day business with questions, concerns and problems by providing guidance and training on program rules, and housing policy and procedures.
Conduct regular meetings with Housing Services offsite staff to foster a cohesive team by providing opportunities for active and open communication, sharing updates, and discussing challenges or concerns.
Qualifications:
Knowledge of applicable housing regulations, policies and procedures Knowledge of management/supervisory practices and principles Knowledge of housing management techniques and principles Demonstrated ability to make independent decisions and react in a timely fashion to a myriad of circumstances and encounters with professionalism.
Computer proficiency with word processing and document preparation, spreadsheets, and management information systems such as Kanso and Laserfiche.
Ability to work independently and with limited supervision in a wide variety of environments and with limited resources.
Skills in independent judgment concerning eligibility and actions related to program participation.
Professional written communication including the ability to provide information in a multitude of formats including email, correspondence, and reports.
Professional and effective verbal communication including the ability to adjust communication style to meet audiences with a wide range of understanding and professional levels.
Excellent organizational skills.
