Director of Access Network Development - Network Technology Mana Director of Access Network Development POSITION SUMMARY ESSENTIAL FUNCTIONS Manages and develops cost center level expense, capital budgets, and project level budgets while planning, forecasting and using active financial management.
Acts as the lead for Alaska Communications Access Network in all partnerships.
Manages the relationships of contractors, vendors and internal resources for project execution, cycle time reduction and cost savings.
Ensures the on time, on budget and to specification completion our network build projects.
Coordinates with company cross functional team such as:
Network Planning on the use of new technologies and determines how best to construct new infrastructure at the lowest possible cost while maintaining high standards of construction, and with Field Operations & Service Assurance on the acceptance of new network assets into the existing network infrastructure.
Responsible for the development of RFPs, leads the execution of RFPs and manages contracts in support of Network Access Builds for both labor and non-labor.
Collects, analyzes and reports on key performance trends for access development and takes appropriate actions to improve performance based on data collected.
Analyzes cable repair ticket history and aligns network builds to off-set maintenance cost driving down the overall operating expense of the network improving EBITDA.
Develops business cases for specific initiatives while understanding business impact and POSITION QUALIFICATIONS Competency Statement(s) Customer Knowledge and Centricity - An attitude of customer as the key to success, and keeping the customer's interests paramount.
Able to speak about the customer's business challenges and opportunities in a specific manner and if relevant, bringing that information into ACS so that telecom solution sets can be developed and then presented back to the customer.
A strong understanding of the needs of Alaska Communications enterprise customers and how the technologies we use align to meet those needs.
Industry Knowledge Knowledge of and ability to apply industry best practices for network capacity and performance management, field force management and customer technical support, melding all disciplines to a cohesive outcome that delivers customers the best service possible.
Process and Service Management Has the ability to perform, train others to perform and manage using statistical process control, LEAN operations management or TQM principles.
Uses data to focus on the most significant barriers to organizational and process performance and develop service improvement plans to fix them.
Financial Management - Ability to manage revenue and expense budgets; planning and forecasting, and active financial management.
Business case development - Ability to develop business cases for specific initiatives.
Leadership - Ability to influence others to perform their jobs effectively and to be responsible for making decisions.
Project Management - Ability to organize and direct a project to completion.
Education:
Bachelor's degree in electronics and/or communications engineering or equivalent engineering disciplines.
Equivalent education, experience, and training may be substituted for the degree requirement.
Experience:
Computer Skills Software experience required includes MS Project, Visio, SAP, Office, and AutoCAD.
Other Requirements Experience with right of way and easement negotiations, power systems understanding, knowledge of infrastructure and building designs.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
